Planning a new-build home: six questions for a sound plan

Building a new home begins with decisions that go beyond the layout. What is permitted on the plot, which rooms do you need, and which costs sit outside the construction price? These six questions will help you prepare for a discussion with a designer and contractor.

1. What can be built on the plot?

First, check the environmental plan (omgevingsplan) for the location. Consider the permitted use, building height, position of the home and any requirements for its appearance. A design that fits on paper is not necessarily feasible. Use the permit check in the Omgevingsloket and discuss any uncertainties with the municipality before developing the plan further.

2. Which home suits your daily life?

Describe who will live in the home now and in the future. Consider the number of bedrooms, working from home, accessibility, storage and the connection between indoor and outdoor space. Explain which requirements are essential and which depend on the budget. This helps a designer compare suitable options.

3. What information is needed for the design?

Gather information about the plot, the existing situation and any available surveys. Agree who will coordinate the design, drawings, structural design and building services. Record what has already been decided and what still needs investigating. Read why clear building drawings matter when coordinating the project and comparing quotations.

4. Which permit or notification is needed?

For a new build, the spatial rules in the environmental plan and the technical building rules can each apply. Depending on the proposal, you may need a permit, a construction notification or other information. Requirements vary by home and location. The Dutch Environmental Information Point (IPLO) explains the main rules. Check the current position in the Omgevingsloket and discuss the result with your advisers and the municipality.

5. What belongs in the total budget?

Ask about more than the cost of the building itself. Include design and surveys, utility connections, any permits, finishes, outdoor works and an allowance for uncertainties. Ask each contractor which work, materials and facilities are included in the quotation. Our guide to budget planning and quotations helps you compare the different cost items.

6. When can decisions and construction take place?

A realistic schedule starts with the order of decisions: information about the site, the design, technical details, required approvals, material choices and construction. Ask which decisions you must make yourself and by when. Agree who will confirm changes to price and schedule. A target start date becomes meaningful once the preparation and required approvals are clear.

Discuss your new-build plans

Do you own a plot or are you exploring the possibilities for a new-build home? Tell Ponto Services about your plans. Include the location, your requirements, any available drawings or surveys, an approximate budget and your preferred schedule. Let us know whether a permit has been granted, applied for or still needs checking. We can then discuss the information needed for a suitable next step.
